In addition, many states have regulations to ensure that the lottery is run fairly and ethically.<\/p>\n<p>While the majority of people who play the lottery are not rich, a large number of people can win substantial amounts. This makes lottery games a major source of revenue for some states. As a result, they are often viewed as a &#8220;hidden tax&#8221;. Although this isn&#8217;t necessarily true, it does mean that consumers are not aware of the implicit taxes they pay when they buy a ticket.<\/p>\n<p>In general, the amount of money that is paid out as prizes in a lottery is smaller than the advertised jackpot.
